[parisc-linux] Close to mainline for hppa-linux TLS.

Awaiting gcc news, I am tried to rebuild cvs libc without TLS support but it

So isn't it anymore possible to compile new libc without TLS support at all
(even thought it seems there are a lot of place with some '#ifdef USE_TLS'?)
