[parisc-linux] NPTL glibc patch.

parisc-linux,

This is the only patch required to get hppa nptl building.
This patch adds the TLS reloc numbersr to elf.h in glibc.
It works around a bug I haven't found in our data initialization.
It also fixes a missing macro in upstream.
