What I just did:
1/ grab upstream linux-2.6.18-rc4.tar.bz2 (on kernel.org)
2/ grab your patch parisc-2.6.18-rc4-pa1.diff.bz2
extract all and apply patch. 200% (I did it twice to be sure ;-) sure that nothing else were mixed
(btw always build with make clean; make oldconfig; make V=1 vmlinux, to be more sure)
the previous jejb's tmpalias patches was failing to boot a bit differently for 32bit kernel only but 64bit was working fine:
