libiberty/config.log should tell you what went wrong.  It's likely that
you need to install binutils (perhaps glibc too) and set up paths.

From memory, the steps I followed were:
  build & install binutils
  build & install gcc using "make LANGUAGES=c; make LANGUAGES=c install"
  build & install glibc
  rebuild gcc
