Log message:
This commit allows SMP to work on UP on my C200 and J2240.  SMP on a 2-way
system did not crash (to my knowledge) but was __painfully__ slow and I did
not wait for it to finish booting.

This patch is mostly the work of Grant Grundler with a few additional fixes
by me to make it compile for the latest CVS tree.
