thanks to willy for pointing out that the unaligned procfs interface 
was not done using the correct sysctl APIs. fixed that now... also
modified the soft-power code to do the same thing. 

the latter is renamed to /proc/sys/kernel/soft-power to make it a bit
more descriptive.
