That was me. Or at least I added the use of struct resource
as a static - none existed when I added PCI support ~2 years ago.
Someone else wrote the FIXME comment though.

And yes, "System ROM" is supposed to be PDC Address space.
I just wanted to stick with terms in use on other arches.
