Log message:
Adopt the upstream tulip code, reverting an ancient tulip change
for a boot-time bug I can no longer reproduce.  Since nobody's whined
about seeing the BUG() statements I'm guessing this bug no longer occurs.
No diff nor new -pa number for this unless people scream.
