Here's a straightforward merge of our exec.c with upstream based on
applying 2.4.9->2.4.14 changes to LINUS_2414_PREMERGE.  Some of this
was already in the previous version (1.28) but this drags along more
from the parisc trunk.  I don't know if it works any better but it
seems more complete.  Sorry I screwed up the initial 2.4.14 merge!
