Log message:
Fix corner case with "disappeared" directories.  Make the final 'diff'
more accurate.  Remember -ko on pre-final-diff update.  Remove a performance
enhancement which left some changes uncommitted.  Robustify the tagging
in the case where cvs-snapshot must be run multiple times due to problems.

TODO: cvs-snapshot should exit when earlier steps fail in most cases
