Log message:
Add multiple levels of new directories properly.

Don't pick up anything from the user's .cvsrc (loss of -z may be painful).

Don't run the initial 'cvs admin -b and cvs update -ko' each time.

Limit the xargs arg list length -- not required but helps when something breaks.
