Log message:
Re-organized a few functions reguarding device drivers so I can effectively
discover new devices with a seperate bus walk under the ccio driver.  The
additional buswalk is needed to discover additional devices that reside on
the native GSC bus below the U2 bus adapter, but are not identified by PDC.
