Log message:
Modify the configuration system to be similar to x86.  Move some of
our specific driver configuration into the arch-independent configuration
files, like other architectures have.

Reformat to be in compliance with CodingStyle [I don't think there was
a section in there about this at the time our config.in was written].

The observant will note there's no update for parisc64.  there's a reason
for this and it will become clear shortly.
