I'm reworking the syscall wrapper.
Touching ip_tables.h will result in breaking binary compatibility
on other arches. That's not ok.

The only alternative is the use #ifdef __hppa__ to explicitly pad
the counters ptr in struct ipt_replace.

I'll assume it won't be accepted upstream until I hear otherwise.
