Log message:
Redo stub section sizing using _raw_offset rather than using a
separate variable.  Correct stub handling for .init and .fini.
Size the stub reloc sections so we don't ever get any R_PARISC_NONE
relocs.  Make .plt entries for DT_INIT and DT_FINI functions.
