Log message:
The last fix to the 2000-08-27 breakage wasn't correct.  This time,
don't discard any relocs, as -Bsymbolic links can only discard
relative relocs.  Since we don't have relative dynamic relocs there's
not much sense in having code that discards them, and worse when
bugs in the code drop relocs for symbols with visibility changes.
