Log message:
Added "bits_wide" parameter to txn_alloc_data().
It's only a sanity check right now.
Once CPU/EIR bit allocation are seperated, it'll really allocate a bit
or reassign a bit based on the width.

Fixed iosapic to work for both PAT/Legacy boxes.
