Problem: pdc_pat_io_num_rtn_block_t typedef removed.
Solution: use struct pdc_pat_io_num instead.
Also:	o added code to clear newly allocated memory.
o changed vi_eoi_data initialization since jsm seems to be
having problems with level triggered interrupts.
