Build/config info now in README/README.html and in Makefile comments
rather than README.CROSSCOMPILE

Following willy's lead about NFSROOT, the top-level palo Makefile
now allows things like 'make lifimage NFSROOT=10.0.0.1' or
'make lifimage RAMDISK=../linux-2.3/ramdisk.bin' though note the
kernel's not ready for ramdisk yet.  I imagine most folks will
simply edit the Makefile so they won't have to type WHATEVER=

The top-level Makefile guesses things a bit better than before.

Re-arranged memory to allow malloc()-ing the ramdisk area.
Ramdisk images cannot be loaded from ext2 partitions yet.

Replaced the bld_info.h scheme with a somewhat better one.

palo now pads "sequential" (e.g. bootp/tape) images to 2k in order
to make the firmware I/O routines happier.
