Conditionalize the mb_ kludges based on autoconf tests.

But...  These multibyte functions don't seem to exist in HP/UX either!
At least not on rye's installation of it.  Somehow I suspect they are
a weird legacy from pre-POSIX, pre-ANSI days.  Changing all this stuff
to use the correct stuff from <wchar.h> is left as an exercise to the
writer :)
